I'm guessing that is a world historical low. The other stat, that 57% have never moved out of state, is less meaningful. Pittsburgh is three times farther from Philly than NYC but would still count as "same state."

In a move to up revenues in a down economy Mass is waving penalties if you pay up back taxes by the end of April. This strategy works well as long as you don't do it too often; essentially it lowers the cost of collections for the Dept of Revenue.
